About ISHAN UDAY Scholarship
The Ministry of HRD and the University Grants Commission have taken special interest with regard to the promotion of higher education in the NER. To improve the GER, promote higher education and encourage children belonging to economically weaker sections of the NE region, the UGC has decided to launch the “Ishan Uday” Special Scholarship Scheme for the North Eastern Region from academic session 2014-15. Before launching the scheme the UGC undertook wide-ranging consultations with State Governments and Central and State Universities of the NE region, the Ministry of HRD, the Ministry of Development of the North Eastern Region, the North Eastern Council, Shillong and other stakeholders.

Scholarship Details
Ten thousand (10000) Scholarships, at the rate of Rs.8,000/- per month for 10 months in a year, are available for students belonging to the economically weaker sections of the North Eastern Region.
50% of slots under each category are earmarked for Arts, Humanities and Social Sciences,
Law, Management and the other 50% are earmarked for Science, Engineering & Technology,
medical, technical, agriculture, and forestry programmes.
- The selection under the schemes is done purely on the basis of State-wise merit from among the candidates who have applied for the scholarship under the scheme, through the online mode only, on the designated portal, i.e., the National Scholarship Portal of the Government of India.
- In case of tie/more than one candidate having similar marks in their XII class examination, at the lowest level of the merit list, the list shall be further short-listed/segregated on the basis of marks obtained by them in X class.
- In case, there are still more candidates on the merit list as compared to the desired/declared slots, further shortlisting shall be done on the basis of the age of candidates. Older candidates shall be given preference over younger candidates.
- The result shall be declared normally in the month of November/December of the same year by NSP.
- The candidates shall be able to check their results on the National Scholarship Portal by using their User ID and Password generated at the time of filing the online application.
- The results shall also be uploaded on the UGC website.
Eligibility
- The scholarship is open to those students who have passed Class XII or equivalent examination from a school situated within NER through a recognized Board of Education including the Central Board of Secondary Education (CBSE), Indian Certificate of Secondary Education (ICSE), National Institute of Open Schooling (NIOS).
- The scholarship is available for those students only, who are pursuing recognized UG degree programmes as specified and notified by UGC from time to time.
- Only the students, who are already admitted in the first year of the UG degree programme in an eligible university/college/institution within India, are eligible to apply.
- In other words, a student who has secured admission to the UG programme in the academic year 2020-21 will be eligible for selection in the year 2020-21 only.
- The scholarship is available to the students for the first UG Degree only. Students, who have already acquired any degree, are not eligible to apply.
- The scholarship will be given for the duration of study of the UG programme as specified by UGC for each programme, from the start of class in the first year/semester.
- In the case of ‘integrated’ and ‘dual degree’ programmes, the scholarship will be payable for the UG component only.
- The scholarship is available for students who are admitted to the UG degree programme through the ‘Regular/Full Time’ mode only. The students, who are pursuing any UG programme through open/ distance/ correspondence/ private/ part-time mode, are not eligible to apply.
- Students gaining admission through ‘Management Quota’ are not eligible to apply.
- The income of the parents of the student should be below Rs. 04.50 lakh per annum.
- Students, whose parents’ annual income is Rs.04.50 or more, are not eligible to apply.
- Students should have a valid Domicile Certificate of any State of NER.
Type of Institution
- The scholarship will be available for pursuing a UG degree programme in the following types of institutions only:
- Universities/Colleges/Institutes included under section 2(f) of the UGC Act, 1956 and
having valid accreditation from NAAC. - Deemed to be Universities under section 3 of the UGC Act 1956 and having valid
accreditation from NAAC. - Institutions fully funded by Central or State Governments and empowered to award
Degrees. - Institutions of National Importance.
Note: It is mandatory for the University/College/Institute to have a valid AISHE code for accessing the National Scholarship Portal (NSP). The institution with the AISHE code can get themselves registered/re-registered on the NSP portal through District/State nodal officers for NSP.
Only One Benefit
- A student is eligible to receive only one scholarship at a time.
- The student is required to declare that he/she is not in receipt of any other scholarship/monetary benefit from any other source and that he/she will not accept/receive any other monetary benefit/scholarship from any other source.
- In case, a candidate is already in receipt of any scholarship/fellowship, he/she is still eligible to apply under these schemes subject to the condition that it is declared in his/her application.
- If the candidate is selected under this scheme, he/she will have to relinquish either the previous scholarship/any other monetary benefit or forgo the selection under this scheme.
Aadhaar Seeding
- The scholarship is directly paid to the students in their bank accounts.
- As per the instructions of the Government of India, the Aadhaar has been made mandatory for the disbursement of all Government subsidies/Scholarships/ Fellowships which are disbursed directly into the beneficiary’s account.
- Accordingly, Aadhaar will be used as an Identifier for the release of grants under the scheme and the bank account of the candidate is required to be Aadhaar linked/verified.
